BGC Urges UK Govt to Take “Science-led Approach” and Allow Casinos and Bookies to Re-open After Lockdown

The Betting and Gaming Council (BGC) has urged the UK Government to take a “science-led approach” and allow casinos and betting shops to safely re-open when the latest England-wide Covid lockdown ends.

BGC said there is no evidence that the venues have contributed to the spread of the virus. Since re-opening their doors in the summer, casinos and bookies have operated safely, contributing vital tax revenues to the Exchequer and, in the case of betting shops, millions of pounds to horseracing in levy and media rights payments.

Following Boris Johnson’s latest announcement, every casino and betting shop in England will be forced to shut again until at least December 2.

Michael Dugher, chief executive of BGC, said he welcomed the extension to the furlough scheme which has been announced by Chancellor Rishi Sunak. But he said it was vital that when the latest lockdown is lifted, casinos and betting shops are allowed to re-open from day one so they can get back to contributing to the economy rather than relying on government subsidies.

Mr. Dugher said: “Nothing matters more to our industry than the safety of our staff and customers, which is why we want to contribute to the national effort to defeat this virus.

“We also welcome the support for businesses forced to close under the second lockdown.

“But when we exit this, the Government must have a science-led approach and avoid the arbitrary and unnecessary decisions that led to random closures of casinos and betting shops, which damage employment and revenues to the Exchequer.

“It’s also important that when the latest lockdown is over, betting shops are allowed to open safely along with other non-essential retail, as they were in June. Casinos, which have the best anti-Covid measures operating anywhere in hospitality and entertainment, should also reopen at the same time.

“At a time when there is widespread despair among sporting bodies, the Government also needs to recognise that a healthy betting industry is vital to the funding of sport, and that betting shops in particular are critical to the financing of horseracing.”

UKGC: Have your say on tougher rules for identifying and tackling gambling harm – including customer affordability

The Gambling Commission is calling for views from the industry, consumers and other stakeholders on stronger requirements on online operators to identify consumers who may be at risk of gambling harm and to then interact and take action to prevent those harms.

Launched yesterday, the consultation calls for feedback from a range of stakeholders on proposals that strengthen the expectations on gambling businesses to act on information they have about a consumer’s vulnerability and to conduct assessments of whether the customer’s gambling is affordable at thresholds set by the Commission.

It is also calling for evidence on what the thresholds for these affordability checks should be and the nature of those checks.

Tim Miller, executive director, said: “Whilst some operators have continued to improve their customer interaction processes, our evidence shows that many online operators are not setting thresholds for action at appropriate levels. They are not taking the appropriate action or acting quickly enough when they do identify risks of potential harm.

“We are clear on the need for gambling companies to take further action and that the Commission must set firm requirements to set consistent standards. But we want to have an open discussion with the gambling industry, consumers, people with lived experience and other stakeholders, to ensure we strike the right balance between allowing consumer freedom and ensuring that there are protections in place to prevent gambling harm.”

SAZKA Group teams up with Sir Keith Mills in bid for Fourth UK National Lottery Licence

SAZKA Group, Europe’s largest lottery operator, today announced it has appointed Sir Keith Mills as Bid Chair of the UK team for the Fourth National Lottery Licence Competition. Sir Keith, a successful entrepreneur whose creative talent conceived the loyalty programmes so ubiquitous today, brings a wealth of experience from his roles across sport, charities, and business. He played a pivotal role in London’s successful bid to host the 2012 Olympic and Paralympic Games and subsequently, their successful staging. For the past six years he has chaired the Royal Foundation of the Duke and Duchess of Cambridge, a role he hands over to Lord William Hague next month. He is also Chairman of the Invictus Games, the international adaptive multi-sport event created by Prince Harry, Duke of Sussex.

Commenting on the announcement, Sir Keith said, “I am driven by organisations that make a real contribution to society. I chose to team up with Sazka for the Fourth National Lottery Licence Competition because I believe the UK National Lottery needs to grow and be engaging if it is to continue to fund the thousands of good causes every year. The challenge now is to ensure the lottery connects with people right across the country, making it fresh and exciting as it once was, bringing new ways that are relevant for today and tomorrow’s generation. I teamed up with Sazka because they have a proven record of taking established lotteries, growing them and evolving them to be relevant for the future. As Bid Chairman, Sir Keith will lead a team with world-class bidding and delivery experience, including for the London 2012 Olympic and Paralympic Games and Comic Relief. Sazka has appointed former London 2012 employee, Alastair Ruxton, as the Bid Director, together with British experts in key areas such as Player Protection, Good Causes, Innovation, Digital, Retail and Customer Experience.

The team will now review the final bid application documents and continue to assemble a strong consortium capable of submitting a winning bid in 2021.
