Norwegian Government Introduces New Legislation to Crack Down on Unlicenced Operators

Reading Time: 2 minutes

The Norwegian government has introduced new legislation to crack down on unlicenced operators and affiliates promoting them.

The new legislation unifies the country’s previous Lottery Act, Gambling Act and Totalisator Act while maintaining the market monopoly shared by Norsk Tipping and Norsk Rikstoto by “strengthening the exclusive rights model”.

The new gambling law was first proposed in June 2020, before the government notified the European Commission of the proposal in August of the same year.

Minister of culture and gender equality Abid Raja said the law would specifically crack down on operators who are not permitted to offer gambling in Norway.

“I am pleased to finally be able to present the new gambling law, which is a milestone in the government’s work to prevent gambling problems and ensure responsible gambling.

“We are tired of foreign gambling companies that do not respect Norwegian law, and that do not operate with proper accountability measures. Therefore, the new law provides the Norwegian Lotteries Authority with new tools for detecting, reacting to and sanctioning violations of the law.”

Under the new law, marketing gambling without a Norwegian licence is prohibited. The government said that this would apply not only to operators, but also to those who “pass on” customers, such as affiliates.

“Violation of the ban can result in punishment,” the government said.

Furthermore, marketing gambling to children will be a criminal offence, and there is a blanket ban on gambling with credit cards so as to promote responsible gambling habits.

Any operators are also obliged to introduce accountability measures, and any marketing to self-excluded gamblers will be a criminal offence. Marketing must also “not go beyond what is necessary to attract players to the legal gaming offers”.

Raja added: “Things are happening in the gambling field in Norway. The government has worked consciously for many years with gambling policy and this is yielding results.

“Foreign gambling companies and their payment intermediaries are withdrawing from the Norwegian market, their turnover is declining and advertising is no longer as easy to reach.”

Malta-based company opts for market-leading player protection software for key iGaming brands

Play North has joined Neccton’s roster of top iGaming companies using the company’s celebrated mentor player protection software.

Players of one of Finland’s top iGaming brands, Pikakasino, will now be guarded by mentor’s AI-based solution that analyses player behaviour in real-time to prevent problem gambling habits evolving.

mentor recognises possible problematic gambling behaviour and works to help both player and operator to identify and address the issue.

mentor is a ground-breaking player tracking tool which identifies possible problematic gambling behaviour, alerts the operator and contacts players who display critical behaviour directly. For example, players are informed when their deposit frequency is increasing significantly, and helps customers make better informed decisions about their play with individualised feedback.

Dr. Michael Auer, Director and Head of Development at Neccton, explains: “One of the key tools in the system is using messaging to directly communicate with the player and create a sort of cognitive dissonance, so they can evaluate their own play and make better decisions. Customers who are looked after this way are proven to be customers for longer, with much greater overall value to the operator, without falling prey to the dangerous behaviours of gambling addiction.”

Patrick Azzopardi, Director at Play North added: “We know and we all feel that we have a big responsibility towards our customers, the people who trust us and play at our brands. We constantly aim to provide our customers with one of the simplest, quickest and most innovative online casino experiences possible. We aim to provide all of this while also remaining one of the most responsible gaming operators. We encourage our customers to play and enjoy our sites – as long as they are in control. To further ensure this, we have now partnered with Neccton, who we view as market leaders in assisting us and our customers to identify possible problematic gaming behaviour. A fantastic addition to the many tools we already have in place to ensure that our customers can control their entertainment whenever needed.”

Swedish Parliamentary Committee Terms Minister’s Claims on Casinos Unfounded

Reading Time: < 1 minute

A Constitutional Committee formed by the the Riksdag, the Swedish parliament, has rejected the the claims of Minister Ardalan Shekarabi that gambling at online casinos would have increased during the covid-19 pandemic.

Temporary restrictions were enforced on casinos functioning on several occasions, following the minister’s claim.

The Constitution Committee concluded:

“The review has also included Minister for Social Security Ardalan Shekarabi’s (S) statement on the basis for temporary gambling regulations. It has become clear that the Minister has based his statement on information that does not allow for a definite conclusion as to whether gambling had increased or not. The Minister is responsible for his opinions and also for the information he provides being correct.”

Gustaf Hoffstedt, is the Secretary General of the Swedish Trade Association for Online Gambling (BOS) criticised the minister and urged the government to remove the restrictions:

“Everyone has known that there was no basis for the statement about the alleged increased online casino gambling. It is welcome that the Riksdag’s Constitutional Committee now confirms that. Ministers must have a basis for their statements, it is not enough to say things just because it fits into the policy you want to pursue. The Minister’s statements about the alleged but unfounded increase in online casinos during the pandemic are the main reason why this form of gambling is still subject to very strict temporary restrictions. The next step must reasonably be for the government to quickly end these restrictions.”

The second highest football league in Denmark will again be known as NordicBet Liga

Betsson Group, through its brand NordicBet, and Divisionsforeningen, have agreed to resume the sponsorship of the first division football league in Denmark. With this renewal, the second highest football league in Denmark will again be known as NordicBet Liga.

NordicBet has been sponsoring this league since 2017 and was paused last year due to a change in regulation. The sponsorship can now resume as the regulations were amended. The newly signed agreement covers the 2021/2022 season, meaning that this league will once again be known as NordicBet Liga when it starts on 25th July 2021.

Claus Thomsen, CEO of Divisionsforeningen is glad that the unfortunate suspension of the deal did not diminish NordicBet’s commitment towards Danish football. The restart of the sponsorship sends a positive signal of support benefitting both the participating clubs and NordicBet Liga in general.

“We are happy that in cooperation with NordicBet, we can announce such positive news and continue our great cooperation after a year’s break. In NordicBet, we have a dedicated and stable partner with a focus on responsible gaming. They are a partner that is supporting Danish football even in such a challenging time for world football. This extension sends a signal that Danish football is still worth supporting”, says Claus Thomsen.

The collaboration between Betsson Group and the Danish First Division has been going on for a number of years. It started with Betsafe (2012-2013), NordicBet (2013-2014) and NordicBet (since 2017).

Ronni Hartvig, Chief Commercial Officer at Betsson Group, said “even though our sponsorship was on pause, we still continued supporting the clubs by looking on from outside the pitch and now we are happy to step back in the pitch and resume this great partnership. Our goal is to continue in strengthening the league and drive new initiatives which we hope will bring fans even closer to the clubs they support.”
