 Following a sharp increase in the first Covid-19 year 2020, the share of games purchased as downloads stabilised in 2021: the share of all PC and console games sold in Germany that were purchased as downloads increased by just one percentage point compared to the previous year, to 59 per cent. This means that roughly six in ten computer and video games were once again purchased as downloads last year. These are the figures released today by game – the German Games Industry Association, based on data collected by the market research company GfK. There were major differences in the share of downloads for different platforms and price categories, with downloaded games making up a particularly large percentage of the lower-priced titles. Approximately eight in ten games priced below 30 euros were purchased as downloads. Higher-priced titles were more likely to have been purchased on physical media, with players buying 68 per cent of all games costing over 30 euros on data carriers from online shops or bricks-and-mortar stores in 2021.

Players of PC games in particular relied on downloads, for example from portals like Origin and Steam. As a result, downloads accounted for around 93 per cent of PC game sales. Nearly two thirds (64 per cent) of all games for video game consoles such as Nintendo Switch, PlayStation and Xbox, on the other hand, were purchased on physical media.

‘Thanks to their excellent accessibility, download purchases have established themselves as the preferred choice of many players. Even so, there continue to be large differences between the various gaming platforms. Download purchases can be an attractive option for players of PC games, for example, on account of online discounts or the wide range of indie games on offer. Console fans, on the other hand, like to purchase games on physical media, whether it be to add to the collection of games on their shelves or to obtain limited-edition games boxes containing special items for fans,’ says Felix Falk, Managing Director of game.

Another year of strong growth for the German games market

Following a historic 2020 performance with 32 per cent growth, sales revenues in the German games market continued to rise significantly in 2021 with a total of approximately 9.8 billion euros in sales revenue generated by games, games hardware and fees for online gaming services – an increase of 17 per cent compared to the previous year. Sales revenue from computer and video games grew by 19 per cent to about 5.4 billion euros, due among other things to increases in in-game and in-app purchases. Sales revenue from games hardware has also grown, by 18 per cent overall to about 3.6 billion euros. Demand for games consoles and gaming PC accessories was particularly strong.

The market data is based on statistics compiled by the GfK Consumer Panel and data.ai. The methods used by GfK to collect data on Germany’s video games market are unique in terms of both their quality and their global use. They include an ongoing survey of 25,000 consumers who are representative of the German population as a whole regarding their video game purchasing and usage habits, as well as a retail panel. The data collection methods provide a unique insight into the German market for computer and video games.

German City to Shut All Betting Shops Amid Money-laundering Allegations

The German city of Bremen is planning to shut down all of its betting shops after the interior senator said their owners had failed to convince him that they were not fronts for money laundering.

Bremen, Germany’s smallest city-state, announced on Wednesday it had issued rejection notices to 32 establishments that had applied for betting licences under a new gambling law, meaning any bets placed on their premises would with immediate effect be deemed illegal.

The betting shops have until 5 August to legally challenge the decision or supply the senate with paperwork showing how they obtained their startup capital to open their businesses in the first place, such as a loan agreement with a bank.

Bremen authorities say they are tackling a problem that is not unique to their city but widespread across Germany. A 2019 report by the finance ministry and federal police said criminals were not only using legal gambling practices to launder dirty money but often directly investing money to buy up betting shops.

In some such cases, the entire gambling activity taking place on the shop’s premises was merely “simulated” and the profits showing up in the books came from illegal activities such as drug dealing, the report said.

Unlike in Britain, where most high-street betting establishments are run by large gambling companies such as William Hill or Ladbrokes, in Germany betting shops are mostly run by smaller businesses that buy a franchise licence from larger firms.

“At its core, this is about checking the reliability of these operators. We also want to guarantee that no money from dodgy businesses like drug dealing or human trafficking is being laundered here and thus flows into legal money cycles,” Ulrich Mäurer, Bremen’s senator for interior affairs, said.

Over the past few months, Bremen authorities approached four large betting companies that operate in the city, asking them to provide written evidence of how their franchise holders had acquired their startup capital, usually a sum of up to €120,000.

None of the betting shops had since handed in paperwork that met the authorities’ requirements, a Bremen senate spokesperson said. In one instance an application for a gambling licence had been rejected because the betting shop was located too close to a school, rather than because of the missing paperwork.

“Other states in Germany are looking with close interest at what we are achieving by taking this step. If we are successful, I expect many of them will follow suit,” said a spokesperson, Rose Gerdts-Schiffler.

The closures were criticised by Germany’s Sports Betting Association, whose president, Mathias Dahms, said the city’s actions were “arbitrary, legally questionable and completely out of proportion, motivated purely by political goals”.

Slovakia’s Gambling Regulator Creates New Whitelist for Legal Gaming Sites

The Office for the Regulation of Gambling, the Slovakian gaming authority, has announced a whitelist for websites run by licensed operators in order to help players recognise which offerings are legal.

The authority has also historically maintained a similar public register for illegal websites.

Dávid Lenčéš, the authority general director, emphasised the inventiveness of grey and black market operators in a statement explaining the new feature.

“We prevent one illegal website from operating and another one is created immediately. The creativity of their operators has no limits,” said Lenčéš.

“They often try to motivate players with irresistible bonus offers, modern visuals, unlimited deposits, and in the case of foreign operators the perfect Slovak language. If players do not check the mandatory details of the website, they may have no reason to suspect that it is illegal content operating outside our country.”

“However, by playing on the illegal website, they are depriving themselves of the possibility of getting their winnings and their legal protection under the laws in force in the Slovak Republic,” Lenčéš added.

Lenčéš continued, explaining the risks that players take when they gamble with an unlicensed operator.

“In the section ‘legal websites’ we publish all licensed websites of licensed entities. This means that all others not included in this list are illegal. Illegal websites can deprive players of their stakes and winnings and are available to risk groups for whom gambling can pose mental health.”

“With more easily obtain information about the legality of a website, we are point out to the scope for playing online gambling games, which are under the control of the valid Slovak legislation.”

To qualify for a place on the list, legal websites must fulfil the obligations set forth by the country’s Gambling Act.

“We have tools that allow remote supervision. If we find any violations, there are sanctioning procedures, possibly even removal of the license.”

The sanctions also apply to those who promote illegal sites such as affiliates. The sanctions run from €50,000 for a human and up to €250,000 for those behind an AI promotion.
