ASCI Publishes Guidelines on Advertising Real Money Games

The Advertising Standards Council of India (ASCI) has published its first set of guidelines on advertising real-money gaming.

ASCI advised its members to exercise caution when promoting real money games, an advertising segment deemed to be high-risk by the watchdog.

ASIC guidelines state that members must ensure that real-money advertisers cannot promote games or services “depicting any person under the age of 18 years” – a requirement enforced across all mediums.

All real money gaming adverts must carry a “Please Play Responsibly” disclaimer, warning consumers of the associated financial risks and potential addictions – with warnings implemented across audio and video platforms.

Also, Indian broadcasters and media owners must ensure that participation in real money games is not depicted as an “income opportunity or employment option.”

Esports India Announces First-ever Online National Freestyle Football Championship

Esports India, a prominent member of the Global Esports Federation, has announced its first-ever Online National Freestyle Football Championship in collaboration with Football Freestyle India.

The registration for the competition has started since November 8 and more than 200 footballers have signed up for the competition. The competition will be held virtually with live telecasts on YouTube and Facebook.

“Esports India is presenting a golden opportunity to Football Freestyle to show their ultimate talent at the national level. ESPORTS INDIA is first member of Global Esports Federation who has taken such an initiative to introduce sports on an online platform and we are looking forward for athletes to showcase their talent to the world,” Amit Gaikwad, President, said.

Seasoned professional freestylers, such as Archis Patil, India’s top football freestyler along with other prolific names from the circuit have joined the esteemed team of judges for this competition. Alankar Tambe and Monish Nikam who also holds a world record conferred by the Guinness World Book of Records are lending their expertise and encouragement to all the athletes taking part.

“Esports have been the backbone for making the biggest online football freestyle competition possible therby giving many athletes a chance to showcase their skills at ease from home. The Global Esports Federation has taken a crucial step in laying the foundation stone for a lot of budding athletes with this online platform. This is a golden opportunity to show us what you got and Represent your passion,” Archis Patil said.

The winners will be awarded a cash prize and medals along with participation certificates for all those who will be a part of this competition.

Yokohama IR Council Discusses Criteria for Operator Recruitment

The Yokohama IR Council has held its first meeting and discussed the criteria for operator recruitment.

The council is chaired by Mayor Fumiko Hayashi and consists of six members: Governor Yuji Kuroiwa of Kanagawa Prefecture, the chairman of the Yokohama Chamber of Commerce and Industry, chairman of the Association of Yokohama City Neighborhood Associations, chairman of the Prefectural Public Safety Commission and the president of Yokohama City University.

During the meeting, Mayor Hayashi said: “An IR is not just a casino but a facility of international conference halls and entertainment facilities. We expect it to have an unprecedented impact on tourism and growth of the local economy.”

She highlighted the importance of an IR bid to promote the local economy and to boost the city’s finances.

Governor Yuji Kuroiwa said: “We will respect the judgment of the city and would like to cooperate fully. Security measures and addiction measures are important tasks for the prefecture and police, and I would like to work with the city to overcome the problems.”

DICJ Considers Legalising Online Gambling in Macau

The Macau Gaming Inspection and Coordination Bureau (DICJ) has confirmed that they are studying the possibility of legalising online gambling, but raised concerns over its potential use for money laundering.

DICJ director Adriano Ho confirmed the study was ongoing in a written answer to the legislator Jose Pereira Coutinho, who inquired about using online gaming opportunity to increase tax revenue while the travel restrictions remain in place.

The DICJ director said that legalising online gambling could increase gaming revenues but that there were concerns it could be a risk for money laundering and problem gambling. Ho said the government had to conduct “careful studies, which are still on-going.”

He mentioned the DICJ was open to proposals from society and legislators on how to develop the sector and was optimistic about a decrease in complaints related to illegal gambling websites and mobile applications following increased prevention and awareness efforts.

Yumeshima IR Plans Plunged into Uncertainty by Referendum Loss

The prospects for the development of an urban IR at Yumeshima, Osaka, took a sudden and unexpected turn for the worse after voters rejected the administrative reorganisation proposals of the local leaders, and Osaka Mayor Ichiro Matsui announced his intention to retire from politics at the end of his term.

While Sunday’s referendum was not directly related to the Yumeshima IR plans, it does exercise an enormous impact on the political fates of both the strongly pro-IR Osaka governor and mayor, as well as the movement that they lead.

The so-called Osaka Metropolis Plan has been the central policy plank of the Osaka Ishin (Japan Innovation Party) since its establishment. It called for the administrative unification of Osaka prefecture and city to create Japan’s second “metropolis” following Tokyo. This has been portrayed by Osaka Mayor Ichiro Matsui and Osaka Governor Hirofumi Yoshimura as symbolic of the revival of Osaka’s glory and a necessary step to reduce wasteful bureaucratic practices.

Osaka Ishin’s original metropolis plan was narrowly defeated in a referendum in 2015, leading to the retirement from politics of the movement’s young founder, Toru Hashimoto. On Sunday, a revised version of the plan was again narrowly (by less than 1%) rejected by the voters. This was a particularly bitter result because until the final week or so polling had shown the proposal heading for voter approval.

In the wake of Osaka Ishin’s second failure to gain sufficient support for its signature policy, the party’s leader, Osaka Mayor Ichiro Matsui, announced that he would finish out his current term and then retire from politics in April 2023.

The Philippine Amusement and Gaming Corporation (PAGCOR) has granted permission for the integrated resorts in Manila to accept online bets in a move aimed at helping operators recoup COVID-19 induced losses.

Alfredo Lim, President and COO of PAGCOR, confirmed that recently received applications from City of Dreams Manila, Okada Manila, Resorts World Manila and Solaire Resort and Casino to take online bets have now been approved.

No details were provided on exactly what such online betting might look like or what restrictions would remain in place.
