65 suspicious betting alerts reported by IBIA in Q3 2021

The International Betting Integrity Association (IBIA) reported 65 cases of suspicious betting to the relevant authorities during the third quarter (Q3) of 2021. The Q3 2021 total represents a 14% decrease compared to Q3 2020, which saw 76 alerts. The Q3 2021 alerts covered tennis (23 cases), football (18), table tennis (17), esports (2) and one each in handball, cricket, squash, basketball and futsal. From a geographical perspective, Europe accounted for nearly 60% of all alerts reported during Q3, followed by Asia with 15% and Africa 12%.

Khalid Ali, CEO of IBIA, said: “The 65 cases in Q3 brings the nine-month total to 167 alerts, a 17% decrease on the same point in 2020 with 202 alerts. Tennis provided the highest number of alerts during the first three quarters with 47, followed by football with 46, table tennis 33 and esports with 25 cases. These four sports made up 90% of alerts reported in the first nine-months.

“The benefits of being part of an international integrity monitoring body continue to be recognised; the association welcomes the decision of the Ontario authorities to require all licensed betting operators to be part of an integrity monitoring body, a position which is already in force in the recently opened market in the Netherlands. IBIA members are well-placed in those markets.”

Other key data for Q3 2021:

  • 28 – different countries where alerts were reported
  • 23 – alerts reported in Ukraine, Kazakhstan and Russia (more than one third of the Q3 total)
  • 9 – the number of different sports on which alerts were reported
  • 6 – alerts on sporting events in the Americas

Dutch state-owned casino live online with ORYX’s exclusive content as well as its casino gaming aggregator product in the newly regulated iGaming jurisdiction of the Netherlands

ORYX Gaming, a Bragg Gaming Group company, is live with Holland Casino in the Netherlands after the operator was awarded one of the first ten licences announced by the Dutch regulator.

Finland: Eurosport Fined €800,000 for Gambling Ads

The National Police Board (NPB) has imposed a conditional fine of EUR 800,000 on an international broadcaster Eurosport 1 television channel recently for marketing of gambling services in Finland.

Earlier, on 16 September, the NPB prohibited Eurosport SAS (Eurosport) from marketing gambling services in Mainland Finland.

The prohibition remains valid for a period of three months and shall apply from 30 days after the date of service of the decision, unless otherwise directed by the appeal authority.

The NPB has detected that the marketing of gambling services has occurred regularly, extensively and for several years in the Eurosport 1. Gambling services have been marketed in advertisements during commercial breaks in television broadcasting.

“The supervision process in accordance with our legislation gives companies the opportunity to alter their operations and have their views heard,” said Anna-Emilia Sirén, Senior Adviser, Gambling Administration at the NPB.

Despite a number of exhortations, Eurosport has, however, continued the marketing that is considered unlawful by the authority.

Before imposing the marketing ban, the NPB has issued a statement to the company about the marketing of gambling and informed the company of the fact that only Veikkaus holds the exclusive right to market gambling services in Mainland Finland.

In its statement, the NPB, among other things, said that the marketing of gambling services on the channel violates Finland’s national legislation, regardless of the marketing being carried out from outside the Finnish borders.

Eurosport has not provided a response to the statement issued by the National Police Board in March 2021.

“The starting point for supervision is that the full range of methods, from the lenient to the strict, are used,” Sirén said, adding, “as an authority, we take the other party’s views into account, but if necessary, we prohibit the activity that we consider unlawful.”

With TV broadcasters in particular, there has been disagreement about the impact of EU law on the illegality of activities. The NPB has taken measures not only against Eurosport, but two other international TV broadcasters as well.

MGA launches Consultation on the Revised Audit Service Provider Guidelines

The Malta Gaming Authority invites the gaming industry, service providers as well as wider interest groups to express their views and provide their feedback in relation to the Revised Audit Service Provider Guidelines (‘Guidelines’).

In 2018, the Authority introduced a process whereby service providers interested in performing relevant auditing work (‘Service Providers’) are required to apply to the MGA for their suitability to be assessed and approved. The process proved to be effective, providing the MGA with the appropriate mechanism to approve independent and competent Service Providers as well as remove or suspend providers in case of unsatisfactory performance. The Authority has recently reviewed the requirements applicable to audit services to ensure that they remain up to date in view of the ongoing developments in the sector and in line with the MGA’s expectations.

In view of the Authority’s commitment to an open and transparent decision-making process, the MGA is issuing this consultation paper to communicate and refine its proposal in relation to revised Guidelines and promote a greater understanding of the proposal itself. The consultation, which will run until 11 November 2021, seeks feedback from the industry in relation to:

  • the amendments introduced in the Guidelines (as listed in Section 3 of the Consultation document); and
  • the extension of the applicability of the Guidelines to statutory audits carried out in accordance with international financial reporting standards as required by Article 41(2) of the Gaming Authorisations and Compliance Directive (Directive 3 of 2018).

Following the consultation process, the Authority intends to publish its decision, including the final version of the Guidelines and any other supporting documents, by the end of the year 2021.

Gaming Apps Block Access in Karnataka as Ban Takes Effect

Gaming apps have blocked user access in Karnataka after the state imposed a ban on online betting games.

Sequoia Capital-funded Mobile Premier League (MPL) was among the first few gaming startups that began blocking access to users in the Indian state of Karnataka on Wednesday following a ban on online gaming.

On Wednesday morning, MPL’s gaming app showed messages to users in Karnataka that said: “Sorry! The law in your state does not permit you to play Fantasy sports”, “Fantasy games are locked” and “cash games are locked”.

The law, which came into effect last Tuesday, bans online games involving betting and wagering, and “any act or risking money, or otherwise on the unknown result of an event including on a game of skill”.

The latest ban has intensified concerns that growing state regulations could hit the nascent but booming gaming sector in India, where foreign investors have pumped in millions of dollars in recent months.

BOS rejects austerity measures for gambling advertising in Sweden

The Swedish Trade Association for Online Gaming (BOS) submits its opinion to the Ministry of Finance on its proposed austerity measures for gambling advertising. The Government proposes that gambling advertising should go from being regulated on the basis of a requirement for moderation to special moderation.

The online gaming industry association – BOS – is critical of the proposal and calls on the government to withdraw it.

– This is another proposal from the government that plays the unlicensed gaming companies in Sweden straight into the hands. The trump card of the Swedish-licensed gaming companies vis-à-vis the unlicensed has been the opportunity to market themselves and thus channel gaming consumers into the safe Swedish licensing system. If the possibility of doing so becomes even more difficult, the leakage out of the Swedish licensing system – already today 25 percent of the turnover for online casinos leaks out of the licensing system – will fall to even more critically low levels. In the name of consumer protection, this proposal must be withdrawn, says Gustaf Hoffstedt.

LeoVegas Group adapts to policy changes in the Netherlands

Following recent policy changes in the Netherlands, LeoVegas Group has decided to cease provision of services in the country.

LeoVegas Group’s expansion strategy is to grow in locally regulated markets, and the group will apply for a Dutch license later this year. The Group has decided to cease provision of service as of 30 September 2021.

LeoVegas Group has over the past few years taken various measures to ensure full compliance with the Dutch prioritisation criteria and the policies published by the Dutch regulator KSA.

The Netherlands has accounted for a low-to-mid single-digit share of the Group’s total revenues in recent quarters. Further updates will be given in connection with the quarterly report on November 11.

Dutch Gambling Regulator Imposes €531,250 Fine on Tipico

Dutch gambling regulator Kansspelautoriteit (KSA) has imposed a fine of €531,250 on Malta-based Tipico Co. Ltd. for illegally offering online games of chance to Dutch consumers.

The online games of chance were offered via the tipico.com website. A starting fine of 200,000 euros applies for this violation. The fine was increased 3 times by 75,000 euros: once for the bonuses on offer and the large number of games and bets offered, once for the use of an inactivity fee and once for offering live betting.

This form of betting carries a higher addiction risk than bets that can only be made before the start of matches. Furthermore, the fine was increased because the age of the players was not visibly verified. Tipico’s website can no longer be reached with a Dutch IP address.
