The below letter is from John White, CEO of bacta, the trade body which represents seaside arcades and adult gaming centres across the UK.

Congratulations on your appointment as Minister for Tech and the Digital Economy. We enjoyed a positive working relationship with your predecessor, Chris Philp MP, and look forward to enjoying a similarly productive relationship with you and your team.

The upcoming review of the 2005 Gambling Act provides a vital opportunity to update legislation to reflect the modern and rapidly changing nature of the industry. The result must be a system which delivers the most socially responsible products, provides the Gambling Commission with the powers it needs, and is fit for purpose in the 21st Century.

As you know, bacta represents the amusement machine industry and supply chain. From creating jobs on the high street, permanent and seasonal work at the seaside, and high-tech manufacturing jobs in the supply chain, the amusement and gaming industry drives economic growth and spreads prosperity to all corners of the UK. Indeed, we provide economic activity in some of the most deprived areas of the country. We are also the sector that provides juke boxes, fruit machines and pool tables to pubs and clubs helping to support what is now, sadly, a dwindling number of venues. You will know both from when we met a few years ago and from direct correspondence that our sector is an important contributor to the local economy in Folkestone.

It is vital that the upcoming Review recognises the importance of the land-based sector to the wider industry, whilst also taking steps to ensure that those businesses on our high streets, seafronts and across the supply chain are given the support they need to flourish.

Ahead of the publication of the Review, which we have heard could be as soon as next week, we would welcome the opportunity to meet with you to discuss our views on the Review and how it can support our members.

We were concerned by reports last month that the White Paper may not support our ask to allow debit card transactions for gaming machines in venues. It is our view that, while the Review is supposed to be about bringing the act into the digital age and redressing the balance between online and offline, such a move disadvantages members like ours, and stands in contrast to the wider societal trends towards cashless payments. This was a view we set out in a letter to the Prime Minister last week, and we would welcome the opportunity to discuss this with you directly.

Sri Lankan Govt Approves Issuance of Casino Licences

The Sri Lankan government has approved a plan to provide official licences to the four casinos in the country – in order to facilitate the collection of taxes.

Local newspapers report that the casinos owe a total of $7.4m in taxes but it has been difficult to collect the money in the absence of official status.

The government passed gambling taxation regulations some years ago, but the laws failed to cover the formal issuing of licences. The new proposal also seeks to increase the levy on casinos from the present $550,000 per licence to $1.4m.

UK Gambling Commission Suspends Bet-at-home.com Licence

The UK Gambling Commission (UKGC) has suspended the operating licence of bet-at-home.com Internet Limited (operating licence no 039091-R-319322-006) as it carries out a review under section 116 of the Gambling Act 2005 (the Act).

The review and consequent suspension follows concerns that activities may have been carried out contrary to the Act, not in accordance with conditions of their licence and that the Licensee may be unsuitable to carry on the licensed activities. Suspected social responsibility and anti-money laundering failings were key considerations in the suspension decision.

In accordance with section 118 (2) of the Act the Commission has determined to suspend the above operating licence.

“We have made it clear to the operator that during the course of the suspension, we expect it to focus on treating consumers fairly and keeping them fully informed of any developments which impact them,” the UKGC stated.

The suspension does not prevent the operator from allowing consumers to access their accounts and withdrawing funds. Bet-at-home.com Internet Limited – which operates bet-at-home.com, bet-at-home.co.uk and uk.bet-at-home.com – can be contacted through its website.

Swedish Supreme Court to Rule on Svenska Spel-BOS Dispute

Sweden’s Supreme Court will hear a case on whether lottery operator Svenska Spel must hand over details of its commercial agreement with television channel TV4.

The case stems from a dispute that concerns Svenska Spel scratchcard Trisslot, which appears on the TV4 talk show Nyhetsmorgon, where a guest scratches a Trisslot card every day in a feature known as Trisskrapet.

Online gambling operator association BOS has argued that this feature acted as a gambling advertisement, yet did not abide by the rules expected for these ads, such as mandatory consumer protection information.

BOS first submitted a complaint about TV4 and Svenska Spel to the Swedish Consumer Agency in 2019.

In order to determine the nature of the relationship between TV4 and Svenska Spel, the Agency then asked the Patent and Market Court to order Svenska Spel to provide details of its commercial deal with TV4.

While this court agreed that Svenska Spel should hand over the information, the operator appealed to a higher court, which said it should not do so.

However, BOS appealed that decision to the Supreme Court. This appeal has now been accepted.

“In other words, the Supreme Court will assess whether Svenska Spel is obliged to submit the commercial agreement between them and TV4 to the Swedish Consumer Agency. Only then can the actual question – whether Trisskrapet constitutes editorial material (as Svenska Spel and TV4 consider) or advertising (which the Swedish Consumer Agency and BOS consider) be decided,” BOS said.

Denmark to Introduce New Digital ID Rules in July

Denmark will introduce new rules regarding electronic ID for online gambling on 1 July, announced Spillemyndigheden, the Danish Gambling Authority (DGA).

MitID, Denmark’s new digital identification scheme, will finally phase out the country’s current system, NemID, this summer.

This has been in place for over a decade and is used to access online banking, government websites and certain digital services, such as online gambling. But NemID, which translates to EasyID in English, will soon be phased out, to be replaced by MitID: MyID.

This has been developed by the Danish government, in partnership with the private sector, to satisfy new security requirements and incorporate more advanced technology.

Operators will be required to transition to MitID, though the DGA has said a short grace period until NemID is phased out will grant licensees some time to switch.

It said: “The Danish Gambling Authority notes that it is possible to use both NemID and MitID until NemID is phased out, which means that licence holders will have a period to implement the changes that MitID requires.”

This change has been made necessary by an update to section 7 of Executive Order no. 1274 and Executive Order no. 1276, which cover online casino and online betting respectively.

These both state that “the electronic ID must be an electronic ID from a Danish national identification scheme, or an electronic ID approved by the Danish Gambling Authority.”

MitID was originally scheduled to launch in May 2021, but was delayed. The DGA said it will publish a newsletter and update its guide on betting and online casino “as soon as possible.”

Betking strengthens IBIA’s betting integrity network in Africa
