Yesterday VIXIO GamblingCompliance announced the winners of its Global Regulatory Awards (GRAs). We were delighted to host more than 350 guests at the De Vere Grand Connaught Rooms in London. The prestigious GRAs recognise and reward individuals and teams who work tirelessly to set new standards in compliance and responsibility within the gambling industry.

Comedian Hugh Dennis was the night’s host and helped present the 20 categories, along withspecial guests. Kindred Challenges the Coercive Fine in Norway

Kindred Group, via its wholly owned Maltese subsidiary Trannel International Ltd, has been informed that the Norwegian Gaming Authority has decided to reinstate the coercive fine against Trannel International despite the changes Kindred Group has undertaken.

Over the past month, Kindred has made wholesale changes to the brand to meet the compliance standards set out by the Norwegian regulator – which were detailed in a cease-and-desist letter handed to the subsidiary in 2019.

The changes included removing all Norwegian flags from the website and channels, changing the language on all sites from Norwegian to English, discontinuing all advertising and marketing activities in Norwegian and stopping the offer of talking to Norwegian-speaking customer service agents.

However, even with the new changes, the regulator is persisting with the “non-enforceable” fine, which Kindred believes has no legal basis and will challenge in the courts.

Kindred said in a statement: “Trannel firmly disagrees with the NGA’s assessment as it is entirely legal for Norwegian residents to access and use international gambling services, which are licensed in the EU/EEA area and offered within a safe and secure environment, Kindred will continue to accept customers residing in Norway passively.

“The NGA does not have jurisdiction over Trannel as the company is domiciled in Malta and duly licensed by the Maltese Gaming Authority. Therefore, Kindred is confident that the coercive fine cannot be enforced by the NGA outside of Norway.”

UK’S BGC WELCOME PAUL SCULLY MP AS NEW GAMBLING MINISTER

Standards body the Betting and Gaming Council has congratulated Paul Scully MP on his appointment as Minister responsible for the betting and gaming industry.

BGC chief executive Michael Dugher also congratulated Michelle Donelan MP on her re-appointment to the Cabinet and encouraged both to continue engagement with the industry to find the right balance in the upcoming Gambling Review.

Mr Dugher also paid tribute to outgoing Gambling Minister, Damian Collins MP, who had been leading the Gambling Review and who has now returned to the backbenches.

Paul Scully was previously a Minister of State at the Department for Levelling Up and will also continue in his role as Minister for London.

The Betting and Gaming Council was established in 2019 and represents over 90 per cent of retail betting shops, online betting and gaming operators, casinos and bingo operators. As the single industry body, we work with our members, large and small, to raise standards, create a culture of safer gambling and build public and institutional trust in our world class industry.

Every month some 22.5 million adults have a wager, whether that’s on horse racing, playing the lottery, bingo or casino games, or having a bet on the football and other sports.

We are encouraged by the latest figures from the Gambling Commission which shows the rate of problem gambling among adults in the UK remains low by international standards at 0.3 per cent, down from 0.4 the year previous.

Michael Dugher said: “On behalf of the 119,000 people whose jobs are supported by our members – from the high street to hospitality, from tourism to world-leading British tech – I’d like to congratulate both Paul Scully MP on his new role and Michelle Donelan MP on her re-appointment as Secretary of State for DCMS. French Regulator Toughen Rules on Player Rewards and Bonuses

The French gambling regulator l’Autorité Nationale des Jeux (ANJ) has published new guidelines on the promotion of gambling offers and incentives to consumers.

The guidelines form part of the regulator’s wider review of French gambling’s advertising standards, currently undertaken with the media agencies of ARPP – France’s Professional Advertising Regulatory Authority and ARCOM – the Audiovisual Communication Regulator.

At the start of the year, the ANJ had alerted licensed operators of its intentions to update rules on “gambling’s commercial offers involving financial rewards such as welcome offers, bonuses or freebets” as part of its 2022 regulatory agenda.

It outlined: “Less than a month before the opening of the Football World Cup, the ANJ wishes to improve the transparency of these practices and moderate them to protect players at risk.”

An update is deemed necessary to offer consumers full transparency on rewards and incentives offered by licensed operators, in which ANJ stated that “specific guidelines are required to improve market standards”.

The guidelines are focused on the criteria of “Commercial Transparency” and “Consumer Safeguards”.

On transparency, the ANJ provided a breakdown of promotional requirements that must be displayed to consumers who take up offers.

Provisions include: the duration of the offer, deposit and wagering requirements, how the offer will be rewarded (real-money or game credits) and further conditions necessary to benefit from the offer.

Operators must ensure that customers have full access to the offer’s terms and conditions, which must be written in a legible and transparent manner.

Regarding consumer safeguards, the ANJ seeks to “moderate the use of commercial offers” promoted to French consumers, stating that it would monitor the volume of bonus offers offered by operators.

Operators have been warned to “exercise vigilance”, ensuring that offers are not sent to self-excluded players or customers showing signs of problematic gambling.

ANJ recommends that welcome offers be limited to “no greater amount than €100”, whilst operators must ensure that players can opt-out of receiving all types of gambling offers.

ANJ will begin tighter monitoring of player rewards and bonuses offered by operators to make sure guidelines are followed to improve market safeguards and consumer standards, which aim to be adopted as market rules by 2023.

The Swedish Trade Association for Online Gambling (BOS) welcomes the decision that Minister of Financial Markets Niklas Wykman is appointed to be responsible for gaming policy in the government.

We look forward to having a discussion with Niklas Wykman about how gambling policy can best be developed in Sweden. We will have three important messages in those discussions. Firstly, the licensed gambling companies must be protected at the expense of the unlicensed ones. Liberia: Rep. Kolubah Wants Betting Legislated

Montserrado County District#10 Representative, Yekeh Kolubah, said he will shortly introduce a bill in the Legislature to legalise sports betting in the country.

Representative Kolubah made the disclosure on October 12 when he was seen cutting tickets at one of Winners Incorporated sales centres in his district on Old Road.

The opposition lawmaker, who is on annual break, was spotted placing his drill, ahead of the crucial UEFA Champions’ League group stage round three matches.

According to him, the bill will seek to regulate gambling in Liberia by legalising every aspect of the market, noting that would be nice for the country that is already struggling in poverty under the George Weah administration.

Thousands of unemployed youths across the country have gravitated to sports gambling, which has attracted several international sports betting companies to set up shops in Liberia.

They gather at these betting parlours to gamble on televised soccer matches. Some say it is a good source of income and occupation, but others are not so sure.

In Liberia, sports betting has become a real job opportunity for young people, who converge daily at various betting parlours in Monrovia, including Winner’s Incorporated, DOXXBET, and BETTOMAX Liberia, among others to watch soccer matches on flat-screen televisions via satellite, placing their bets and waiting for the results.

Few youths at a gaming centre in Monrovia said that sports betting for them have become the only option since, in fact, they are jobless and without any source of income.

Winner’s Incorporated marketing manager, Randall Kaybee, said sports betting is “transforming lives of Liberians” for just a few Liberian dollars per bet.

“As you just enter my office, you can see from this evidence. This is a ticket. Somebody bet 50 LRD and won 233,275 Liberian dollars,” Kaybee said.
